Company Background​

The Company is a Limited company registered under the Companies Act and also a State Owned Enterprise, to be governed under PEGA. The Company is wholly owned by the Government of the Republic of Namibia

The Roads Contractor Company (RCC) was established through the Act of Parliament, the Roads Contractor Company Act, 1999 (Act 14 of 1999) (the RCC Act). The objective of this Act was to provide for the incorporation of a Company to undertake roads construction or maintenance, and to provide for matters incidental thereto. 

Section 2 of this Act has given the Shareholding Minister the power to take the necessary steps and ensure that the Company was registered under the Companies Act, although the Company is exempt from some sections of the Companies Act.

Section 4 of the RCC Act defines the Company’s objective as that of undertaking work relating to the construction or maintenance of roads in accordance with sound and generally accepted business principles.

RCC is wholly owned by the State, therefore the Company is further subject to the provision of the Public Enterprise Governance Act, Act 1 of 2019 (PEGA). The PEGA was enacted to make provision for efficient governance of public enterprises and the monitoring of their performance; to make provision for the restructuring of public enterprises; and to provide for the powers and functions of the Minister of Public Enterprises, and to make provision for incidental matters.

Core Business

Having been at the helm of Namibia’s roads and other infrastructural development for the last 14 years, RCC is proud to be a contributory player in the social -economic development of our beautiful country Namibia. Namibia’s road network is said to be the envy of many countries, considering especially the positive socio-economic milestones reached because of this network.

Thanks to well-established road infrastructure. RCC remain the conveyor belt provider towards the social-economic activities of Namibia and the Insurance of the national road network. We pride ourselves in not only availing quality roads to and perhaps for Namibia, but also in promoting socio-economic development in Namibia. Thus, RCC remains one of the key complementary arm of the GRN with regard to Vision-2030 and NDP-4.
